WASHINGTON, D.C. (NEWSCHANNEL 3) - Did the Pentagon break the law swapping prisoners for an American being held by the Taliban? A new report by the nonpartisan Government Accountability Office says yes.

In May, Army Sergeant Bowe Bergdahl was released in Afghanistan in exchange for the release of five Gitmo detainees.

Now, Congress' investigative arm says the Pentagon broke the law by not giving Congress at least 30 days notice and for using non-authorized funds to make the transfer.

The review did not weigh in on the decision to make the swap, only how it was handled.
