KIEV, Ukraine (AP) - Two prominent U.S. senators say the Obama administration should not only push for tougher sanctions on Russia for its role in Ukraine, but should also send weapons to help Ukraine defend itself.

That's what Democratic Sen. Robert Menendez told CNN and Republican Sen. John McCain told CBS on Sunday.

Meanwhile, Ukraine says a border guard vessel was attacked Sunday by land-based forces, in apparently the first incident at sea in fighting between Ukrainian forces and pro-Russian rebels.

Hours earlier, Russian President Vladimir Putin called on Ukraine to immediately start talks on a political solution to the crisis.
