The National Weather Service in northern Indiana issues a HIGH WIND WARNING in Berrien county until 11 PM for 60 mph, or higher, wind gusts.  65 mph gusts have already been confirmed in Michigan City.  

A WIND ADVISORY remains for nearly all of West Michigan until 2 AM.  45 mph to 55 mph gusts are likely and have already verified.  Downed tree branches and some power outages are possible.  The wind direction is from the north, and winds will easily be sustained in the 25 to 35 mph range.

LANSING, Mich. (NEWSCHANNEL 3) - State Representative Sean McCann has introduced a bill in Lansing to create a registry of dogs that have attacked, or might attack, people.

The bill takes aim at specific dog behaviors rather than targeting specific breeds.

McCann, who is a dog owner himself, authored the bill after a local letter carrier approached him to talk about the dangers that some dogs pose.

"The best predictor of future behavior is past behavior," McCann said. "If a dog has established a pattern of aggressive behavior, its owner must step up and keep it from hurting a child, mail carrier, utility worker or anyone else. This bill provides a framework for determining which dogs are dangerous and the steps that must be taken to prevent a tragedy."

Under the bill, a hearing would be held once a valid complaint has been filed against a dog. If the dog is found to be dangerous or potentially dangerous, the court can order that the dog be registered as such. Once registered, letter carriers and utility companies would be notified of the address.

Owners that don't comply with the court orders would be guilty of a felony.

The legislation comes after a jogger in Lapeer County was killed in a dog mauling.
