(NEWSCHANNEL 3) - A Michigan doctor who Newschannel 3 discovered signed medical marijuana forms without doing a proper exam has been arrested.

Now that doctor, Edward Harwell, is charged with falsifying medical records and conspiracy to commit a crime.

We first broke the story about Dr. Harwell in November 2010, when we went undercover to see what Harwell was up to.

We found him in a hotel room in Oshtemo Township, and we were able to get medical marijuana documents signed.

Harwell only asked a few questions and never did any sort of physical evaluation before signing the forms.

The investigation was turned over to the Attorney General's office and they did their own investigation.

After that investigation, Harwell was allowed to continue practicing, and has been doing so at several different locations around the state.

According to court records, Michigan State Police sent 3 patients to Harwell's clinic in Cadillac earlier this month.

Those officers say Harwell did not do an adequate exam.

One office visit only lasted 7 minutes, and the other only 5 minutes.

Those office visits led to Harwell's arrest on Tuesday night.

When the medical marijuana law was passed in 2008, there was a lot of gray area in the law.

Some of that has been cleared up in recent weeks.

House Bill 4851, which was passed in mid-December, which defines how the doctor-patient relationship should work under the medical marijuana law.
